Purpose The purpose of this procedure is to establish the process by which the Wicomico County Board of Education (WCBOE) governs the transportation of students through its Department of Transportation Services. II. Eligibility for Bus Transportation of Public School Students A. Secondary school pupils who live more than one and one-half (1½) miles from school, and elementary pupils who live more than one mile (1) from school are eligible for transportation during regular morning and afternoon runs. Pupils living one-half (½) mile or more from school may be transported at noontime. B. Each school shall have a non-transported area which shall be determined by measuring the appropriate walking distance from the pupil’s private lane, driveway, or walking entrance that meets the public roadway to the nearest entrance to the school grounds. The distance shall be measured by the most direct, traveled route and may be along roads, walkways, or road shoulders. C. The attendance area for each school location shall be designated by WCBOE. All pupils shall attend the school serving the area in which they reside. The residence of the pupil shall, in all areas, be considered the same as the residence of the parent or other legally appointed guardian. All requests for exceptions to this policy must be approved by the Department of Student and Family Services. Parents must take full responsibility for transportation of approved attendance outside the area where they reside. D. Secondary students are not permitted to be transported to any other bus stop other than the one assigned in relationship to their residence of record. The only exception would be for students with disabilities with specialized transportation as an accommodation in their respective IEP/504 plans deemed necessary as a team decision. III. Establishing Bus routes The Department of Transportation Services will designate the most efficient and economical routing of buses within the guidelines listed below, taking into consideration: A. Transportation of the maximum number of pupils who can be received and discharged at a safe place near their homes. B. The combined requests of all persons residing in the area eligible for transportation. C. The rules and regulations issued by the Maryland State Department of Education. D. The exceptional conditions which may be authorized by the Superintendent of Schools or WCBOE, including the following cases: 65
