Closure or significant damage of an existing school facility. 39 c. Changes to student enrollment numbers or projections that are significantly and 40 consistently outside of state rated capacity. 41 d. Program changes that impact a school’s state rated capacity. 42 e. Any situation that would compel an attendance boundary adjustment to promote 43 student safety and well-being or enhance efficiencies. 44 2. The annual presentation of the Educational Facilities Master Plan (EFMP) to the 45 WCBOE shall include a state rated capacity review that will guide WCBOE decisions in 46 regard to optimal usage of school system facilities. When possible, this will also include 47 a status report of approved residential developments. 48 3. The WCBOE shall consider the following factors in developing school attendance area 49 boundaries: 50 a. Educational welfare of students. 51 b. Frequency of redistricting, with every attempt being made to limit individual student 52 redistricting to not more than once every five years. 53 c. Proximity to schools, in order to maximize walkers and minimize distance or time of 54 bus runs. 55 d. Student demographics, to maintain or increase the diversity among schools to reflect 56 the diversity of the region and school system. 57 e. Established feeder patterns. 58 f. Impact on neighborhoods and communities. 59 g. Impact on specialized school programs or a change to school capacity. 60 h. Instructional and operational capacity of involved schools. 61 i. Capacity trends. 62 j. Capital plans. 63 k. Geographic features. 64 l. Any other factor that is unique or pertinent to the proposed redistricting. 65 It is important to note that the above criteria are not in priority order. While the WCBOE 66 will take all factors into consideration, it may not be possible to incorporate each factor 67 into all adjustments. 68 4. Redistricting Study Process 69 a.
