Purpose 3 The purpose of this procedure is to establish the process by which the Wicomico County Public 4 Schools (WCPS) administers the transportation of students through its Department of Transportation 5 Services. This procedure includes school buses and alternative school vehicles. 6 7 II. Definitions 8 A. “School Vehicle” – a Type I or Type II School Vehicle as defined in Maryland Transportation 9 Article, §11-154. Type I or Type II School Vehicles are used regularly for the exclusive 10 transportation of children, students, or teachers for educational purposes or in connection with 11 school activity. (ref: bus, school bus, yellow school bus type vehicle) 12 B. “Alternative School Vehicle” - a vehicle that is used to transport students from home to school or 13 school to home as well as to and from school related activities that is neither a Type I or a Type 14 II School Vehicle as stated in Maryland Transportation Article, §11-154. 15 C. “Alternative School Vehicle Driver” – a driver who is seeking or has been exclusively certified 16 at the local level to operate an alternative school vehicle. 17 D. “Fleet Vehicle” – any vehicle, owned, operated, or leased by WCPS with the exclusion of school 18 vehicles as defined in Annotated Code of Maryland, TR. §11-154. 19 20 III. Eligibility for Bus Transportation of Public School Students 21 A. Secondary school students who live more than one and one-half (1½) miles from school and 22 elementary students who live more than one mile (1) from school are eligible for transportation 23 during regular morning and afternoon runs. 24 B. For the purposes of subsection A, the distance between school and the student’s residence shall 25 be determined by measuring the appropriate walking distance from the student’s private lane, 26 driveway, or walking entrance that meets the public roadway to the nearest entrance to the 27 school grounds. The distance shall be measured by the most direct, traveled route and may be 28 along roads, walkways, or road shoulders. 29 C. The attendance area for each school location shall be designated by The Wicomico County 30 Board of Education (WCBOE) in consultation with Superintendent of Schools, or designee. All 31 students shall attend the school serving the area in which they reside. The residence of the 32 student shall, in all areas, be considered the same as the residence of the parent or other legally 33 appointed guardian. All requests for exceptions to this policy must be approved by the Division 34 of Student and Family Services. Parents must take full responsibility for transportation of 35 approved attendance outside the area where they reside. 36 63
