Secondary students are not permitted to be transported to any other bus stop other than the one 37 assigned in relationship to their residence of record. The only exception would be for students 38 with disabilities receiving specialized transportation as an accommodation in their respective 39 IEP/504 plans deemed necessary as a team decision. 40 41 IV. Establishing Bus Routes 42 The Department of Transportation Services will designate the most efficient and economical routing 43 of buses within the guidelines listed below, taking into consideration: 44 A. Transportation of the maximum number of students who can be received and discharged at a 45 safe place near their homes. 46 B. The combined requests of all persons residing in the area eligible for transportation. 47 C. The rules and regulations issued by the Maryland State Department of Education. 48 D. The exceptional conditions which may be authorized by the Superintendent of Schools or 49 designee, including the following cases: 50 1. When secondary school students reside within one and one-half miles of their assigned 51 school, and all other school students residing within 1 mile of their assigned school do not 52 have a suitable walkway between their homes and their assigned schools. A suitable 53 walkway is defined as a sidewalk or a road shoulder at least five (5) feet wide and having a 54 surface over which students may walk without being required to step on the road surface. 55 This provision does not apply when a residential community is adjacent to the school 56 grounds or has little or no transient traffic, or when the volume of traffic is nonhazardous 57 during the time students walk to and from school. 58 2. When students are required to walk more than a mile along a road having a posted speed 59 limit of 45 miles per hour or more. 60 3. When students are required to walk across a roadway involving a safety hazard where there 61 is no automatic signaling device, marked crosswalk, or crossing guard. 62 4. When students are required to walk across an active high-speed at-grade railroad crossing, 63 bridge or overpass, or through a tunnel having inadequate walkways. 64 E. Opening and closing times shall be adjusted to the most economical configuration with the 65 maximum time between the first school opening and last school opening of one and one-half 66 hours daily. The same limit would apply to the first and last daily closing. 67 F. Buses shall be routed so that 75 percent of all buses arriving at any given school shall do so 68 during a 15-minute interval. All remaining buses shall arrive within 20 minutes before the time 69 the school is scheduled to open. Departure times shall be approximately within the same time 70 schedule as arrival times. 71 G. The prime consideration in routing and scheduling shall be the safety of students and economy 72 of service. 73 74 75 64
