Childcare – Prekindergarten through Grade 5 only. 40 1. The parent/guardian in a single parent/guardian home is employed 41 before/during/after the hours of the school day, or 42 2. Both parents/guardians in a two-parent/-guardian home are both 43 employed/before/during/after the hours of a school day, and the parent/guardian 44 has engaged the services of a childcare facility (babysitting) outside of the 45 assigned attendance area, to care for his/her children during the hours of his/her 46 employment. 47 vi. Special Circumstances (Requires Approval of Appropriate Director) 48 1. Requests may be approved when a parent or guardian provides a detailed 49 explanation of the reason for the request, which does not fall under any of the 50 previously listed criteria. 51 2. Reasons for “Special Circumstances” may not include any of the reasons cited in 52 section “b.” below. 53 b. Disqualifying requests for special permission 54 i. Parent perception of the quality of the school in their assigned attendance area. 55 ii. Closer proximity to after-school activities (school-related or not). 56 iii. Social reasons and/or preferences. 57 c. Special Provisions 58 i. School staff who wish for their child(ren) to attend the school where they are 59 employed may request special permission, provided the school has capacity. 60 ii. Students who transfer from one Wicomico County school to another under the special 61 permission enrollment provision or any other type of transfer are ineligible for 62 participation in interscholastic athletics for 365 days from the date of transfer. 63 iii. Non-residents of Wicomico County who pay tuition to attend Wicomico County 64 Schools must attend the school to which they are assigned. School assignments are 65 based on enrollment totals. Requests to attend a school other than the one assigned 66 may be considered but will not be the final criteria for determining the school of 67 enrollment. 68 B. The following reasons for denial of special permission requests are supported by Federal, State 69 and Local laws 70 1. State-rated capacity/classroom capacity 71 2. Prekindergarten capacity 72 a. Capacity for Prekindergarten programs is based on the ratio of teachers to students (1:10) 73 with a maximum average classroom size of 20 students (COMAR 13A.14.02.31). 74 b. Prekindergarten capacity is determined apart from state-rated capacity of a school 75 building. 76 78
