Prekindergarten capacity cannot be averaged with other Prekindergarten classrooms to 77 determine an overall average class size. Therefore, no Prekindergarten classroom size can 78 exceed 20 students. 79 d. Special permission to attend Prekindergarten may be considered under the following 80 conditions: 81 i. All requests within that school's attendance area have been filled. Students who live in 82 the attendance area and are not economically disadvantaged will be considered prior to 83 granting special permission to a student who does not live within the area. 84 ii. There are still open seats within the Prekindergarten class. The required number of 85 staff has been fulfilled (teacher-student ratio, 1:10, not to exceed 20 students). 86 C.
